WHAT IS A SUPERLOAD?

A Superload is a vehicle and cargo combination that exceeds standard legal dimensions or weights and requires specialized permitting, route analysis, and operational planning.
Examples include:
● Power generation equipment● Large industrial machinery● Manufacturing components● Infrastructure and construction elements● Heavy transformers and electrical equipment● Wind energy and other utility-related components
Superloads often require temporary traffic control measures, utility coordination, specialized hauling equipment, and careful consideration of bridge clearances and roadway geometry.

What is the purpose of this study?

The Capital Region Superload Corridors Plan is being developed to identify routes, infrastructure improvements, and policy recommendations that will improve the safe and efficient movement of oversized and "superload" freight within New York's Capital Region.
Superloads include extremely large or heavy pieces of equipment that exceed typical legal roadway dimensions and require special permits, route planning, and coordination. Many of these loads are associated with major regional employers and industries, including advanced manufacturing, energy production, infrastructure construction, and maritime shipping.
The study will identify existing transportation constraints, evaluate potential corridor options, and recommend improvements that support economic development while balancing community, safety, and infrastructure considerations.

WHAT ARE THE GOALS OF THE STUDY?

The study seeks to:
● Identify and evaluate potential east-west and north-south Superload Corridors throughout the Capital Region.
● Improve connectivity between manufacturers, freight facilities, ports, rail facilities, and destination markets.
● Document infrastructure constraints such as bridge clearances, railroad crossings, roadway geometry, utility conflicts, and operational limitations.
● Develop planning, policy, operational, and infrastructure recommendations to improve Superload mobility.
● Support existing and future economic development opportunities throughout the region.
● Improve coordination among freight carriers, infrastructure owners, regulatory agencies, municipalities, and industry stakeholders.
● Establish a framework for incorporating Superload considerations into future transportation projects and corridor planning efforts.

WHO IS INVOLVED?

The study is being led by the Capital Region Transportation Council (CRTC). A Study Advisory Committee (SAC) has been established to provide guidance throughout the project and includes representatives from transportation agencies, industry, freight operators, local governments, and economic development organizations.

What is the study area?

The study focuses on the Capital Region of New York State, including major freight, manufacturing, and transportation corridors within:
● Albany County● Rensselaer County● Saratoga County● Schenectady County

WHY DOES THIS MATTER?

Large manufacturers and freight-dependent industries are important contributors to the Capital Region economy. Transportation constraints can increase costs, limit market access, and reduce competitiveness.
By identifying practical corridor improvements and long-term planning strategies, the Capital Region can better support existing businesses, attract new investment, and improve connections to national and international markets.
